Barack Obama: could the President face impeachment, if the Supreme Court strikes the ‘Slaughter Solution’?

What is Joe Public supposed to make of that unambiguously malign intent? Its secondary purpose is to remove accountability from members of Congress – this from the administration of a president who was swept to power promising an end to Washington deal-making and a new era of transparency in government. Has anyone before, in the entire history of the United States, ever attempted to deny citizens knowledge of how their Congressman voted on a highly contentious topic?

It is, of course, profoundly self-defeating. When the sweating, cornered rats from Capitol Hill face the public in November, they may be able to bluster that they did not actually vote for the Senate Bill in the House. “Maybe not, pal,” will be the obvious answer, “but you sure as hell supported the subversion of the American Constitution and, in my bag, that is far worse.”

The term “Slaughter” may come to have a deeply ironic resonance for Democrats, come November. In the meantime, “deem and pass”, the most outrageously anti-democratic scam ever seen in American political life, is almost certainly open to challenge in the Supreme Court, beyond the bear-traps that Republicans will set for the legislation in the Senate.

The presiding spirit behind the squalid manoeuvres of Pelosi and Reid is Barack Obama. He is the President and commander-in-chief. The buck stops, etc. So, in the event that the President signed this healthcare legislation, consciously evading Clause 1, section 7 of the Founding Fathers’ protective document for American freedom, and it were then struck down by the Supreme Court, a question arises: could Obama then face impeachment? Think about it. An Exocet is always a tiny speck on the far horizon at first, but it is amazing how quickly it arrives at its target.

So Obama has not nudged Congress to pass long-stalled treaties with Colombia, Korea and Panama. Instead, the emphasis has been on get-tough actions such as slapping preliminary duties on tires from China and bricks from Mexico. Nor has he tried to energize the Doha trade talks, pushing Brazil to first litigate via the World Trade Organization and now retaliate. And in the U.S., high unemployment has encouraged protectionist forces in Congress. A bipartisan House group just introduced a new bill to abandon the North American Free Trade Agreement, while one in the Senate is pushing for action against China because of its weak currency policy.

And the situation could worsen. To appease Congress and continue its recent populist tilt, the Obama administration will likely toughen language about China in the Treasury Department’s April report on currency policy. The next step would be to declare China a currency manipulator in the October report, right before the November mid-term elections.

If Obama really wants to rebuild America’s international stature and boost the global economy, trade is a perfect place to start. At the moment, world trade is projected to expand by just 4.3 percent in 2010 and by 6.2 percent in 2011, according to the World Bank. Not good enough, given a big drop in 2009. Once healthcare is either passed or defeated, Obama needs to get that trio of trade agreements passed. And he needs to defuse tensions with China. In short, Obama needs to lead.

“Some of these disagreements we may be able to resolve. Some we may not,” Obama said. “And no final bill will include everything that everyone wants. That’s what compromise is.”

In the Republican radio address, Sen. Tom Coburn (R-Okla.) said the president and congressional Democrats were not listening to Americans, who oppose their bill, and they needed to start the process over.

“Unfortunately, even before the summit took place the majority in Congress signaled its intent to reject our offers to work together,” said Coburn, a physician. “Instead they want to use procedural tricks and backroom deals to ram through a new bill that combines the worst aspects of the bills the Senate and House passed last year.”

But the White House and congressional Democrat leaders signaled Friday that they were more committed than ever to passing health reform by using reconciliation make changes to the Senate bill, but were still trying to figure out which chamber would have to move first.

White House Press Secretary said Obama will announce the next step in passing a bill by mid-week, even though he offered Republicans as much as six weeks to offer ideas on a bill during the summit.

Pelosi promised that Democrats will move quickly to coalesce around a bill. “When we have a bill, which we will in a matter of days, then that is the bill that we can sell,” Pelosi said in an interview with CNN airing Sunday.

“Nothing special,” said White House spokesman Robert Gibbs when asked what President Obama is doing today to mark the end of his 1st year in office and the start of his 2nd.

To hear Gibbs tell it, no one at the White House is much interested in noting the one year milestone.

“It’s an anniversary of types, but I don’t see that a lot of people are ultimately focused on marking the first year,” said Gibbs at yesterday’s daily press briefing.

He said the White House already had its fill of calendar anniversaries: the first 100 days; 200 days, six months; a year after the election.
